The overall objective of the project is to contribute to the development of the vocational education and training (VET) systems in the Asian countries, hence to social and economic development of their societies.
The purpose of the project is to build up competencies in curriculum development for vocational and higher vocational education in the Asian countries, both at the planning, as well as the executive level.
Both Asian countries face a rapid economic development, which comes along with structural changes of the economic system. In both countries a reform of the vocational education system is under way with the help of international advisors. Linkage of vocational training and the actual work in the companies is a major issue both of vocational system design and of the actual training. In both countries there is a dramatic shortage of a) VET professionals who are able to contribute to the design of an adequate vocational education system and of b) vocational teaching staff, who are able to use the freedom provided by official vocational profile definitions in order to adapt vocational education to regional needs.
Considering the specifics of vocational education and training and its partly local character, it is necessary to provide VET planners as well as VET teaching personal with capabilities to adjust VET profiles and VET teaching to industrial needs in the regional context. With the project there will be set a starting point to build up competencies in the field on both levels. An appropriate module on occupational profile and curriculum development, emphasising the need of localisation of curricula, will be developed and implemented in academic courses on the subject of VET. These modules will be designed in a way, that they can also be used for pre-service and in-service VET professionals training.
The target groups are university teaching staff, graduate and postgraduate students of the academic subject Vocational Education and Training as well as vocational, higher vocational and academic education professionals and planners.
The main activities are the co-operative development of regionally adapted tools for VET curriculum development, the development of a joint curriculum for an academic course on VET curriculum development, the production of the respective training material, the qualification of Asian partner staff in Germany and during prototype applications of the curriculum development tools in their respective country, and the implementation of the course in academic education in the Asian countries.
