Context: The European Educational Research Association (EERA) and their most important conference (ECER) are dominated by researchers with West-European origin. This applies also to network 2 (VETNET); from the 84 (as for 30.06.2025) accepted submissions for VETNET/ECER 2025 only 8 are from Central and Eastern European (CEE) Countries, opening session included. Correspondingly, the knowledge among VET researchers about the developments, challenges and achievements in CEE countries is rather low; an attempt to close this gap was the publication by Tütlys et al. (2022), that gave an impressive insight into the disruptive and divergent developments in the former socialist countries after the implosion of the Soviet area.
Approach: Researchers from Poland, Hungary and the Ukraine analysed the developments in their countries since the end of the Soviet era via desk research, taking into account two main sources: Official statistics and laws as well as already published research papers.
Findings and Conclusions: Despite differences, for example the grade of industrialisation, all CEE countries faced in the early 90ties a common challenge: With the collapse of state-driven economy, especially the bankrupt of most huge combinates, which often had their own VET-schools and offered a dual apprenticeship, VET had to be reorganised or even reinvented. The following sub-chapters highlight the developments in Poland, Hungary and Ukraine.
