This paper presents some of the results from the first year of the FP7 Integrated project; “Learning Layers – Scaling up Technologies for Informal Learning in SME Clusters” (2013–2017). We investigate how new learning@work technologies can be used to strengthen SME innovation and job creation capabilities. Our focus is regional groups of managed clusters and skills development services to SME members. We present findings that form the basis for the next phase of our work; a detailed mapping of groups of regional cluster organisation skills development services, revenue streams and business models. Key research questions: can skills services contribute to better long term sustainable funding for cluster organisations, can managed clusters use ICT to disrupt and improve formal learning and shift more skills development to the workplace and then lastly, how can we improve on the current models of learning regions and clusters as service providers.
