NQF-SQF – Common grounds for referencing NQFs and SQFs to the EQF
The overall objective of the project NQF-SQF is to create common grounds for referencing national qualifications frameworks and sector qualifications/competence frameworks to the EQF, thereby providing for comparability of qualifications on the basis of learning outcomes defined in terms of abilities required by work processes.
Due to inexistent general referencing criteria, the EQF as such does not deliver a basis for assessment and comparison of qualifications throughout Europe. This becomes clear when considering how differently stakeholders of various kinds interpret qualifications in EQF terms without obviously contravening the requirements of EQF compatible descriptions of qualifications. There seems to be a lot of space for controversial views on qualifications with regard to the EQF levels to be chosen and the relative value with regard to other qualifications.
